• Perform gap analysis comparing current capabilities against industry best practices and desired outcomes; evaluate workflows to determine where operational obstacles inhibit effective technology delivery and mission alignment

• Develop comprehensive Process Maps and Bottleneck Analysis deliverables using standard notation (BPMN, flowcharts, swimlane diagrams, value stream maps); create current-state and future-state process maps that accurately capture workflows, decision points, handoffs, roles, system interactions, and optimized designs

• Manage and facilitate process-mapping and root-cause analysis sessions with cross-functional teams using methodologies such as 5 Whys, Fishbone diagrams, Pareto analysis, and failure mode analysis; identify systemic issues, recurring patterns, and underlying causes of process breakdowns

• Develop evidence-based recommendations to streamline workflows and improve operational performance; prioritize improvement opportunities based on impact, feasibility, resource requirements, and strategic alignment; contribute to Continuous Improvement Roadmaps that sequence enhancements and define success criteria

• Support execution of process improvements through structured implementation plans, schedules, and tracking mechanisms; coordinate with OCIO leadership, division chiefs, technical teams, and stakeholders to ensure process changes are collaborative and data-driven

• Support development of standardized processes, templates, SOPs, job aids, and reference materials that promote consistency and repeatability across OCIO divisions; partner with change management teams to ensure process changes are communicated, understood, and adopted
