About the Role
The People Operations Program Specialist is a hands-on, on-site role based in Pittsburgh, PA (Robinson Twp), focused on delivering a seamless onboarding experience for every new Blinker who walks through our doors. This individual will support our candidate onboarding program — managing the details leading up to Day 1 and on Day 1 so that the process is organized and feels effortless.
What You'll Do
Background Check Administration
- Monitor BGC status in Checkr and follow up proactively on pending or incomplete checks, ensuring timely completion ahead of start dates
- Apply adjudication guidelines consistently and escalate flagged results to the appropriate People Ops team member for review.
- Maintain accurate BGC tracking records and keep the New Hire BGC Tracker up to date.
New Hire Data Collection & Form Management
- Collect, review, and process all required new hire information ahead of each start date, including hire data, equipment requirements, and personal data.
- Update and maintain new hire forms, ensuring all templates are current and accurately reflect any policy or process changes.
- Partner with the People Ops team to ensure all new hire records are entered accurately and completely in Workday at the time of hire.
- Identify and resolve data gaps or missing documentation before Day 1 to prevent onboarding delays.
Day 1 Communications
- Draft and send Day 1 welcome emails to all incoming new hires, ensuring each communication includes accurate logistics, schedule details, and site-specific instructions.
- Manage Day 1 communication timelines, ensuring emails are sent within established SLA windows ahead of each start date.
I-9 Verification & Compliance
- Serve as the designated on-site I-9 verifier for the Pittsburgh, PA location, completing Section 2 verifications in person on or before each employee's first day of work.
- Review and scan I-9 supporting documentation, ensuring copies are legible, complete, and stored in accordance with federal recordkeeping requirements.
- Administer E-Verify submissions for applicable new hires in compliance with federal requirements, resolving Tentative Nonconfirmations (TNCs) promptly and accurately.
- Stay current on I-9 and E-Verify compliance requirements, including document reverification for employees on temporary work authorization.
- Flag any I-9 irregularities or compliance concerns to the People Ops lead immediately.
On-Site Support & New Hire Experience
- Serve as the on-site People Ops presence in Pittsburgh — welcoming new hires on Day 1 and ensuring they feel supported from the moment they arrive.
- Coordinate on-site logistics including training room assignments, orientation setup, and materials preparation.
- Provide first-line support for new hire benefits questions, directing employees to the appropriate resources (carrier portals, WEX, Lumity) and escalating complex questions.
- Support ad hoc People Ops needs as they arise — including fingerprinting coordination, document collection, and general administrative tasks that support the broader team.
- Act as a reliable, approachable resource for employees navigating their first days and weeks at Blink Health.
- Provide support on other onboarding tasks as needed.
What You Bring
Required
- 3–5 years of experience in People Operations, HR coordination, or a related administrative role.
- Hands-on experience completing I-9 verifications in person, with working knowledge of E-Verify and TNC resolution.
- Experience managing background check workflows, preferably through Checkr or a comparable platform.
- Strong attention to detail — you catch errors before they become problems and maintain clean, organized records.
- Clear, warm written communication skills — capable of drafting professional new hire emails that are accurate, timely, and welcoming.
- Ability to manage multiple tasks and deadlines simultaneously without dropping the ball.
- Proficiency with Google Workspace (Docs, Sheets, Gmail) and comfort learning new systems quickly.
- Must be based in or able to commute to Pittsburgh, PA — this is a fully on-site role.
Preferred
- Familiarity with Workday, Checkr, Greenhouse, or DocuSign.
- Experience supporting onboarding in a high-volume, multi-site environment.
- Comfort answering basic benefits questions and navigating benefits portals (e.g., Cigna, WEX/Lumity).
- Prior experience in a pharmacy, healthcare, or retail environment is a plus.
